Simmons is asleep in his hospital bed (Fusco injured him really bad) when Carl Elias speaks to him. He wanted Simmons to know it why he was there. He was fond of Carter. Before he had asked her if she wanted him to kill Simmons for her but she always said no. Now information technology's Carter that's expressionless and Elias feels he should balance that out. He has i of his men kill Simmons for him.
